'새만금 종합개발 구상 국제공모'는 수차례의 전문가 심포지엄과 워크숍을 개최하고 지명 설계자가 경제분석 전문가와 팀을 이뤄 참여토록 하는 등 기존 도시설계경기와는 차별되는 새로운 접근방식을 시도했다. 이에 본 연구는 저자들의 참여관찰 경험, 관계자 심층면담, 계획안 내용분석 등의 질적 연구방법을 통해, 이러한 차별적 접근방식이 공모 출품작과 최종 법정계획의 질적수준 및 설계개념에 미친 영향을 개발전략, 공간구상, 도입 프로그램의 관점에서 살펴보았다. 연구결과, 워크숍은 출품된 계획안의 근본적인 설계개념이 변하지 않는 범위 내에서 최종 결과물의 현실성과 구체성을 향상시키는 데에 긍정적 기여를 한 것으로 나타났다. 반면, 전문가 심포지엄을 통해 도출된 개발방향(프로그램) 지침에 의해 획일적인 개발 프로그램이 야기되는 문제가 발견되었다. 그럼에도 불구하고 최종 성과물이 실제 법정계획에까지 반영되어 국토의 효율적?합리적 이용에 기여했다는 점에서 새만금 국제공모의 의의는 젓분히 인정된다. 따라서 새만금 국제공모를 통해 시도된 새로운 접근방식들은 향후 보다 다양한 도시설계경기에서 활용되고 검증될 필요가 있다. |

'The International Idea Competition for Saemangeum Comprehensive Urban Development Concept' introduces alternative approaches of urban design competition such as design workshops, professional symposiums and collaborations with economic analysts. Using qualitative research methods including indirect participant observation, in-depth interview and content analysis, this paper examines the effects of these discriminative approaches on the design concept and quality of the submitted plans and governmental master plans, in terms of development strategy, conceptual urban structure and programs. The research finds that the design workshops contribute to improving concreteness and realizability of the proposals, while the guidance for development directions partially causes a lack of variety of programs. Besides, by affecting the final governmental master plan, the competition contributes to rational and efficient use of national land use. Thus, these new approaches need to be adopted and tested in other urban design competitions. |
