본 연구는 2000년 이후 주요 계획내용 및 체계가 변화된 프랑스 도시계획제도 중 도시지역계획(Plan Local d'Urbanisme)에 대해 고찰하고, 특히 파리시 PLU의 사례분석을 통해 PLU의 도시관리계획적 특성을 도출하는 것을 목적으로 한다. 최근 지자체에서 수립하는 프랑스 중단기 도시계획제도인 POS는 도시의 발전 방향성을 제시하고 종합적 도시계획수립을 위한 PLU로 전환되었다. PLU로의 제도변화는 도시 및 비도시지역의 용도지역구분, 밀도, 경관 등 세부적인 도시관리계획의 변화를 가져왔고, 현상태의 토지이용 및 건축행위 규제에 치중하던 기존 도시계획을 미래 발전방향을 제시하는 종합적 계획으로 전환시켰다. 이러한 PLU의 특성은 특히 2006년 수립된 파리시 PLU에 잘 드러난다. 용도지역 구분 및 지정에는 사회성, 경제성이 반영된 지역·지구를 지정하였고, 도시의 공공성 및 정체성을 증진하는 토지이용계획을 수립하였다. 밀도부문에서는 기존 POS와 차별화되는 용적률 적용 및 밀도관리를 계획하였고, 경관부문에서는 도시의 독자성을 보전하고 가치를 부여하는 구체적 방안을 제시하였다. 이와 같은 최근 프랑스 도시계획제도 및 파리시 PLU에 대한 고찰은 우리나라 도시관리계획 및 도시계획제도 전반에 대한 보완점을 제시하는 의의를 지닌다. |

This study aims to analyse characters of PLU, introduced after 2000 by SRU Law, as French urban planning management tools and shows its implications through examination of PLU of Paris. Recently, in French urban planning, PLU takes places of POS in order to modify urban management planning, focused on current land use plan, to a comprehensive planning which shows perspective of city and its development orientation. The transformation of PLU brought significant modifications in terms of land use system, urban density plan and urban landscape planning. The PLU of Paris, established in 2006, represents well this new direction and characters of PLU. Social and economic characters are considered in the designation of zones and sectors in zoning system. New floor-area-ratio regulation system is applied for urban density management. In terms of urban landscape, PLU enhances urban planning tools for identifying city landscape and giving them values. This French urban planning tool shows a new direction of current urbanism and concrete urban planning methods. |
