주거환경정비사업은 사업기간이 길고, 목적을 달리하는 이해관계자가 많아 추진과정에서 많은 문제점을 낳는다. 본 연구에서는 주거환경정비사업의 전 과정에서 사업지연을 초래하는 요소를 도출하고, 주거환경정비사업의 원활한 진행을 평가할 수 있는 지표를 설정하였다. 이를 통하여 주거환경정비사업 대상지의 입지선정 이후 효율적·합리적인 주거환경정비사업을 위한 관리시스템을 구축하는데 기초자료를 제시하고 정책방향을 제언하였다. 연구방법으로는 먼저 사업지연요소를 도출하기 위해 문헌조사, 법·제도 검토, 언론기사 분석을 실시하였으며, 지표 유형화를 위해 전문가 심층면접, FGI(Focus Group Interview), 예비설문조사를 진행하였다. 이렇게 완성된 최종지표를 가지고 AHP기법을 활용하여 관련분야(조합, 시행·부동산·감정평가, 설계·시공, 학계·연구원, 공무원)의 전문가를 대상으로 설문조사를 실시하였다. 설문결과를 바탕으로 사업지연에 영향을 미치는 요소별 중요도 및 관련분야의 집단별 중요도를 분석하였다. 그 결과 ‘경제’ 및 ‘법·제도’분야가 가장 큰 영향을 미치는 것으로 나타났다. |

Improving residential environments is a long term project involving various players with sometimes conflicting interests, making it an often contentious process. This study aims to draw out the causal elements of cause project delays. The data gathered has been used to build an index in an attempt to accurately measure the progress of residential environment improvement projects. The preliminary findings produced a refined data set applicable to building a more efficient and rational system of management for residential environment improvement. The research methods used take the form of literature review and analysis of relevant laws and regulations, along with newspaper article analysis. Additionally, pilot surveys were conducted along with in-depth interviews with experts in the field and focus groups. Building upon that raw data set, the final compilation utilized the Analysis Hierarchy Process (AHP) to survey experts from various fields such as redevelopment unions, developers, property appraisers, scholars, researchers and public officials. The AHP analysis highlighted the relative importance of elements and groups in influencing project delays. This study concludes that the categories of ‘economy’ and ‘laws and regulations’ were the most critical elements in delaying projects. |
