이 연구는 건축설계를 통해 건축가의 창의력을 극대화하고 우수한 디자인의 건축물을 계획함으로써, 도시경관의 질적인 개선과 건축물을 통한 사회적인 공공성을 확보하고자 도입된 특별건축구역제도가 제대로 운영되지 못하고 있는 점에 주목하여, 이러한 원인을 규명하고 제도의 효과적인 운영을 위한 제도상의 개선방안을 제시하였다. 특별건축구역제도에 대한 건축법규내 관련규정 외에는 실질적인 운영사례나 구체적인 운영방안 등이 부족한 현재의 상황은 다양한 주체들의 공감대를 형성시키지 못함으로써 제도의 활성화와 제도적인 정착화에 걸림돌로 작용하고 있음을 알 수 있었다. 특히, 서울시 강남구 보금자리 주택지구 일부 지구에 있어서 제도의 적용을 위한 첫 번째 시도가 있었으며, 이를 통해 제도의 활용과 함께 야기될 수 있는 몇 가지의 현안과제에 대한 파악이 가능했다. 또한, 관련법규를 특별건축구역과 관련된 조항별로 조사 및 분석해 봄으로써, 특별건축구역제도의 도입취지와 목적을 분명히 이해함과 동시에 제도가 가지고 있는 미흡한 점과 개선해야할 사항들이 있음을 제시할 수 있었다. 이처럼 특별건축구역제도에 관한 다양한 연구가 이루어지고 있지 않은 시점에서 이 연구는 특별건축구역에 관한 기초연구로서 특별건축구역의 효과적인 운영과 제도적인 정착을 위한 기본적인 방향성을 제시할 수 있을 것으로 본다. |

Noting that “Special Architecture District(SAD)” in Korea has not been effective in improving the quality of the urban landscape and securing social equity through creative and prominent building designs, this study focuses on the factors why SAD has not been widely used so far and what institutional improvements should be made. This study argues that the current SAD situation lacks its actual management cases or plans and this becomes certain obstacles against developing SAD, because it fails to provide “consensus” among various stakeholders in plan-making processes. In particular, many districts of the “Bogemsari” Housing in the Kangnam ward of Seoul metropolitan area utilize SAD regulations, and there are challenges to overcome, which could be bases for improving SAD. Also, by analyzing other architectural and urban planning regulations, relevant to SAD,, this study helps to understand the intentions and goals of SAD. In addition, this study helps to develop basic frameworks for revitalizing SAD and its successful operation in the architectural and urban planning field of Korea. |
