경관법 개정의 필요성에 대한 다양한 의견들이 제시되는 시점에서 경관계획 수립을 완료하였거나 수립 중인 기초지방자치단체 경관담당 공무원들을 대상으로 관련 문제점 및 개선방향에 대한 의견을 조사ㆍ분석하였다. 담당 공무원들의 인식을 토대로 한 개선의 방향은 다음과 같다. 첫째, 관련 제도와의 정합성 모색 측면에서 경관계획은 위상 및 기능에 있어서 현 체제를 유지하되 기초지자체 경관계획이 기본방향 이후의 내용을 다루는 것이 바람직하며, 중복되는 항목에 대한 내용적 측면에서의 조정이 필요할 것으로 생각한다. 심의 측면에서는 단기적으로 경관위원회가 기존 위원회의 기능을 보완하는 하는 역할을 해야 하나 장기적으로는 통합위원회의 운영이 바람직하며, 사업 측면에서는 경관사업의 범위는 현행처럼 유지하되 개발사업은 제도적 보완이 필요하다. 둘째, 실행력 확보 차원에서 용도지구의 법적 근거 마련과 역할 및 기능 재편, 경관사업 유형에 따른 재정기준 및 지원체계 마련, 경관협정 체결 조항의 개선방안 등을 제안하였다. 셋째, 기본경관계획의 경관설계지침은 각종 심의 기준 및 계획기준과 더 연계될 필요성이 있으며, 지침의 내용이 구체화하여야 할 필요가 있다. |

At the time the various proposals for the revision of Landscape Act were suggested, the opinions of the officials in charge of landscape affairs at fundamental local governments(landscape plan completed or in the process of establishment) were necessary to be surveyed and reflected to the revision. The suggested directions of revision are as follows : First, the connections between Landscape Act and the other related Acts need to be adjusted in aspects of plan, review, and project for more strong conformation. Second, the alternative proposals for the execution such as the guarantee of legal basis on Landscape Districts, financial support system according to the types of Landscape Project, and revision of contract articles about Landscape Agreement were suggested. Third, Landscape Design Guidelines should be closely related with each guidelines of review and planning, and need to be more in detail. |
