본 연구는 한국의 지구단위계획 도입 배경이 되었던 독일의 지구단위계획을 비교 사례로 선정하였고, 독일의 사례와 한국의 사례를 통하여 현행 지구단위계획 수립과정에서의 문제점을 살펴보고 개선점에 대하여 모색해 보았다. 사례 비교에 앞서 연구의 배경이 되는 도시의 물리적 공간 관리의 중요성과 도시 관리의 수단으로서 지구단위계획의 역할을 살펴보고, 아울러 독일과 한국의 도시계획 전반적인 계획체계를 살펴봄으로서 지구단위계획 지침이 만들어지기까지의 상위 계획 과정을 확인할 수 있었다. 사례 분석에는 지구단위계획의 수많은 지침 요소 중 도시의 가장 기본적인 물리적 공간인 가로 공간을 형성하는데 영향을 미치는 건축적 요소로서 건축선, 광장 및 오픈스페이스, 건축물 높이의 세가지 지침요소를 비교·분석하였다. 결국 지구단위계획을 통하여 도시 환경을 올바르게 관리하기 위해서는 각 지역이 가진 지역적 맥락을 고려하고, 보행자의 입장에서 가로공간이 보다 쾌적한 공간으로 연출될 수 있도록 도시적 차원에서의 공간 계획이 선행되어야 하며, 그것을 바탕으로 보다 상세한 공간 디자인 검토를 통한 지구단위계획 수립과정의 노력이 필요하다. |

This paper examines the problemof present District Unit Plan (DUP) of Korea and suggests improvement by selecting DUP of Germany as a comparison case. DUP of Germany has been the base of DUP of Korea from the very early stage of its introduction. Prior to case comparison, as the background of this survey, the importance of the management of physical space and the role of DUP as means of urban management were studied and overall process of urban plan in Germany and Korea were researched in advance. After having been acquainted with them, superior planning process preceding DUP guideline could be clarified. In the case analysis, building line, open space, building height were compared with each other as architectural factors deciding and forming the street space, the most essential physical element of urban space. Consequently, if urban environment is expected to be properly controlled by regional plan, regional context of each region should be considered enough and overall planning for urban space should be precededin order to make more comfortable and pedestrian-oriented street space. Based upon them, efforts of studying detailed space design should be accompanied in establishing guidelines of DUP. |
