본 연구는 도시의 안전 증진과 환경개선을 목적으로 도시 내 상업지구에서 시행되고 있는 BID에 관한 연구를 통하여 국내 도시재생계획에 도입 가능한 시사점 및 활용방안을 도출하고자 한다. 본 연구에서는 BID가 제공하는 각종 프로그램 중에서도 특히 도시의 안전 및 범죄저감을 위한 사업 및 제도에 초점을 맞추어 분석하였으며, 현재 BID 사업이 활발하게 진행되고 있는 미국과 영국의 BID를 주요 대상지로 선정하였다. 분석 결과, 이들 지역에서는 안전과 범죄예방을 위하여 지역 주민들과 함께 정보를 공유하고, 자발적인 참여를 바탕으로 하는 교육 및 감시 프로그램과 CPTED와 같은 물리적 환경제어 방법 등 여러 기법들을 적용하고 있었다. 본 연구의 결과는 생활안전에 대한 중요성이 증대되고 있는 현시점에서 국내에서 활발하게 진행되고 있는 도시재생사업에 적용 가능한 범죄예방 및 저감을 위한 프로그램과 제도 등을 검토함으로써 재생사업의 효과를 극대화하고 보다 안전하고 쾌적한 도시환경 조성을 위한 방안을 고찰했다는 점에서 의의를 갖는다. |

This paper aims to study on the improvements of the environment and enhancement of the safe commercial district. This research focused on analyzing, especially on the city safety and crime reduction through various BID programs, within the United States and British BID skills as the main subject where BID is currently being actively used. Analytical result shows that these districts shared information with the community residents for the sake of safety and crime prevention, voluntary educational and monitoring program and physical environmental control method such as CPTED etc. various techniques were applied. The result of this study has implicated, increasing importance on daily safety issue at the current moment and examining the possibility of applying crime prevention and reduction program or systems to actively pursue domestic urban regeneration projects. Therefore, this makes this paper a worthy investigation on the maximization effect of the regeneration project to create a much safer and comfortable urban environment. |
