본 연구는 주민참여 마을만들기의 사업주제별, 추진주체별 분류기준 및 특성을 제시하는데 목적이 있다. 분류 기준 마련을 위해, 사업주제와 추진주체별 분류 기준 관련 선행 연구를 검토하고, 그 동안 진행된 주민참여 마을만들기 사업 중 49개를 분석 대상으로 선정하여 사업주제 및 참여주체를 추출하였다. 추출된 항목과 참여주체들은 유사한 내용으로 재분류하는 과정을 거쳐 주민참여 마을만들기의 사업주제별, 추진주체별 분류 기준으로 재정립되었다. 분류기준은 사업주제별 분류기준으로 공동체 문화 만들기, 쾌적한 생태 환경 조성, 생활환경 정비 및 개선, 지역활성화 도모의 4가지이며, 추진주체별 분류기준으로 주민, 행정, 시민단체, 전문가, 민간기업의 5가지이다. 연구결과, 그동안 국내에서 진행된 주민참여 마을만들기는 사업의 필요성에 대한 주민들의 공감대 형성과 지속적인 사업추진을 위한 주민자치조직의 구성이 다소 미흡한 것으로 분석되었다. 사업초기 주민공감대 형성을 위한 노력들과 주민자치 조직의 구성을 통한 사업의 지속성 확보를 위해 행정, 시민단체 등의 간접주체들의 적극적인 역할과 지원에 대한 후속연구가 요구된다. |

The purpose of this study is to present different types of classification standards for project themes and promotions by community building with resident participation. For this study, related studies were examined by classification standards of project themes and promotion by participants. 49 analysis targets were chosen among community building with resident participation and selected items of project themes and participants. Classification standards of project themes consist of four elements: community culture organization, forming pleasant ecology environment, improvement of environment, and the regional regeneration lead. The five standard classifications of participants were: residents, administration, NGO, experts, and private business. This study indicated that forming sympathy of citizens and organizing selfgovernment groups of citizens and organizing self-government groups of citizens were not enough. Thus, the community building with resident participation requires more efforts to form sympathy of citizens and active support from administrators and NGOs. |
