본 연구는 우리나라의 마을만들기 제도와 행정, 사업내용과 성과 및 주민참여와 추진방식 등을 분석하고 발전적 전개방향을 모색하였다. 연구방법으로서 우리나라 광주 북구와 일본 세타가야구 마을만들기 사례를 대상으로 비교분석을 수행하였으며 분석의 관점은 자치구 단위의 제도와 행정 및 마을만들기사업의 주요내용과 성과, 주민참여 및 추진방식 등이다. 마을만들기 제도 비교분석 결과, 현재 우리의 마을만들기 계획은 보다 실천성과 구체성을 갖추기 위해 기존 도시계획체계와의 연계모색이 필요하며 지원측면에서는 주민의 마을만들기 활동과 관계된 구체적 지원방안을 제도로서 발전시킬 필요성을 발견하였다. 또한 마을만들기 행정은 지금보다 주민 가까이서 함께 할 수 있는 마을만들기 행정으로의 전개를 위해 구단위에서는 마을만들기 재정, 예산 및 관련부처 업무협의 등을 중심으로 이행하고 마을만들기 운영은 산하 주민자치센타 또는 마을만들기센터로 이양하는 것이 주민중심 마을만들기 행정서비스 제고를 위해 필요함을 파악하였다. 주민참여와 추진방식에서는 아직까지 우리의 경우, 적극적인 주민협의회 등의 주민참여가 전개되고 있지 못하므로 마을만들기사업 전개방향을 재건축 및 기반시설정비 등과 같은 지역 현안문제를 포함하는 분야로 확대하여 마을만들기 계획수립 및 결정과정에 주민참여와 의견이 반영될 수 있는 계획체계 개선이 필요하다. |

The purpose of this research is to suggest what is the future direction in developing Maulmandulgi in Korea through comparing Kwangju Bukgu and Setagayagu Taisido Machizukuri cases in terms of Maul-mandulgi ordinance, administration, project achievement, community participation and project promotion methods. The findings from this research are that Maulmandulgi plan is required to relate urban planning system in order to increase the effectiveness of the plan and the assistance code in ordinance requires to be more detailed and embodied to support citizen who participated in Maul-mandulgi activities and projects. In addition, Maul-mandulgi administration is necessary to be done more closed with citizen. Finally, it is essential to enhance community participation that the motivation and necessity of Maul-mandulgi in Korea will be changed to more broad areas which are related to housing redevelopment or urban infrastructure facility improvement. New approach directions for Maul-mandulgi based on this research findings were suggested for promoting the effective using of Maul-mandulgi in Korea. |
