역사문화경관은 오랜 시간동안 삶의 문화가 축척된 생활 속의 다양한 경관들을 포함하는 복합개념이다. 따라서 삶 속에서의 현실과 역사문화경관의 관계는 매우 복잡한 양상을 보인다. 본 연구에서는 이러한 역사문화경관에 대한 관리를 지난 1960년대부터 선도적으로 시행하고 있는 일본의 가나자와(金澤市)를 사례로 제도, 계획, 유지관리 등의 차원에서 분석을 하였다. 이를 통해 창의적인 제도 개발, 통합적 네트워킹, 장소마케팅 차원에서의 역사문화경관의 점진적 확대, 생활경관과 지역전통산업의 복합 등을 가나자와의 역사문화경관 관리의 특성으로 도출하였다. 이 과정속에서, 옛 공간과 기능의 재생을 통해 새로운 변화를 만들어 가는 그들만의 ‘창의력’을 발견하였고, 역사문화경관의 관리가 ‘일상화를 통한 지역산업화의 과정’이 될 수 있다는 교훈도 얻을 수 있었다. 장기적인 현장조사가 이루어지지 못해 부분적으로 오류가 있을 수 있지만, 본 연구는 가나자와의 도시자생력과 지속성의 핵심은 역사문화경관의 체계적인 관리라는 사실에 대한 확인과 함께 역사성이 풍부한 우리 지방도시의 재생에 대한 비전을 제공할 수 있을 것으로 판단한다. |

The historic cultural landscape (HCL), which is the subject of this paper, can be defined asconcept having unique combinations of natural, cultural, and social landscape of the city,which reflects urban landscape during hundreds of years. Therefore, real life and historiccultural landscape’s relation show very complicate aspects. In terms of this concerns, thispaper tries to analyze successful precedent (Kanazawa city, Japan) with focus onmanagement. And this paper aims to explore characteristics of management systems of case,to find clues for practical application and instructive concepts. The analysis is progressed inthree viewpoints (institution, planning system and maintenance). And representativecharacteristics, which are found, are creative institutions, synthetic network system, HCL’sgradual extension relate to place marketing, and composition of HCL and traditional industry.This process can have much influence in creative approach to making new change inregenerating a locality. Because this paper depends on short-term field survey, there may besome shortcomings, however, extracted conclusions have practical meanings for HCL’smanagement and can be used in re-establishing management concepts of Korean local cities. |
